Primary Purpose:
Direct and manage district’s transportation operations. Ensure safe and efficient operation of transportation department. Oversee maintenance of all district-owned vehicles. Responsible for the overall management, strategic planning, development, evaluation, and implementation of the district’s safety and security program. Oversee mitigation, prevention, preparedness, response, and recovery phases of emergency management.
Qualifications:
Education/Certification: Bachelor’s degree preferred Principal certification preferred Clear and valid Texas commercial driver’s license with Passenger (P) and School Bus (S) endorsements
Special Knowledge/Skills: Ability to direct and manage operations of a fleet of vehicles Ability to pass U.S. Department of Transportation alcohol and drug tests and annual physical exam Basic knowledge of vehicle repair and maintenance Ability to conduct on-site inspections of all vehicle repair and maintenance operations Ability to manage budget and personnel Ability to implement policy and procedures Ability to interpret data Ability to use technology to plan, operate, monitor, and evaluate transportation operations Strong organizational, communication, and interpersonal skills Knowledge of emergency operations planning Knowledge of National Incident Management System (NIMS), Incident Command System (ICS), and Federal Emergency Management Agency (FEMA) procedures Knowledge of health and school safety programs and applicable laws Strong public information, organizational, communication, and interpersonal skills Knowledge of local, state, and federal response procedures Ability to work within the county emergency operations center as applicable
Experience: 5 years supervisory experience preferred 3 years experience as a bus driver or commercial vehicle driver preferred
Major Responsibilities and Duties:
Transportation and Vehicle Maintenance Operations
1. Manage the delivery of transportation services for students and ensure they are picked up and arrive safely and on time. 2. Oversee preparation and updating of bus routes and schedules for all schools in district and develop plans to meet future transportation needs. 3. Communicate changes in routes and scheduling to campuses and the public when warranted. 4. Coordinate transportation for extracurricular activities and special programs. 5. Assign bus drivers to routes and extracurricular trips and find substitutes as needed. 6. Monitor fuel deliveries and distribution. 7. Oversee repair of all district-owned vehicles and preventive maintenance. Ensure vehicle repair requests and work orders are prioritized and processed in a timely manner. Contract for outside services that cannot be performed in shop.
Safety and Security
8. Provide leadership for the development, planning, and implementation of the districtwide school safety and security program. 9. Responsible for district safety, emergency management, NIMS, and ICS, training of administrators, staff, and volunteers. 10. Develop and provide guidance to campuses and other facilities for emergency procedure drills. Plan and coordinate drills with all instructional and non-instructional facilities to ensure readiness when needed. 11. Help to develop agendas and works with the chair of the school safety and security committee; prepare the committee to staff the Emergency Operations Center. 12. Assist with the annual review of the district emergency management plan using data, state guidance, and stakeholder feedback to assess effectiveness and make recommendations for improvement. 13. Inform campus leaders of the status of campus preparedness and planning for weather-related or unexpected emergencies. Monitor weather and approaching storms and makes recommendations if the weather is likely to alter campus class schedules or affect campus events. 14. Assess availability of appropriate technologies for emergency response, including testing emergency communication technologies, tracking and analyzing the speed of communications, timing of messages, and communication delays. 15. Act as the district liaison with local law enforcement, fire agencies, emergency management officials, and community leaders involved in emergency preparedness, response, and recovery. 16. May serve on district behavioral threat assessment and safe and supportive schools team.
Policy, Reports, and Laws
17. Oversee development, maintenance, and implementation of the district’s multi-hazard emergency operations plan; ensure campus plans are up-to-date and in compliance with the latest standards in emergency response. 18. Implement federal and state laws and regulations, State Board of Education rule, local board policy, and insurance regulations and ensure compliance. 19. Compile, maintain, file, and present all reports, records, and other documents required. 20. Prepare, process, and maintain all documents required to verify safety certification and alcohol and drug testing of bus drivers. 21. Ensure employee time records are accurately maintained and data necessary to process transportation payroll is delivered in a timely manner. 22. Follow district safety protocols and emergency procedures.
Budget and Inventory
23. Develop and administer budget based on documented needs and ensure operations are cost effective and funds are managed wisely. 24. Maintain current inventory of supplies and parts and initiate purchases in accordance with budgetary limitations and district policies. Approve and forward invoices for transportation to accounting department. 25. Recommend disposal of obsolete or worn-out vehicles and equipment. Recommend purchase of vehicles as necessary.
Student Management
26. Implement district’s student discipline policies and ensure expectations about appropriate behavior when using district transportation are communicated to students. Enforce student discipline and suspension of riding privileges for any student who violates rules and regulations. 27. Investigate reported concerns and take appropriate action to resolve issues.
Personnel
28. Select, train, supervise, and evaluate staff and make recommendations relative to assignment, retention, discipline, and dismissal. 29. Prepare, review, and revise transportation department job descriptions.
Safety
30. Enforce safety standards that conform with state, federal, and insurance regulations and develop a program of preventive safety. 31. Assess road conditions and hazards and advise administration about inclement weather conditions that may result in delayed starts or the closing of schools. 32. Investigate school bus accidents and student safety violations. 33. Maintain safety standards in conformance with federal, state, and insurance regulations. 34. Organize and conduct training programs to promote a safe work environment. 35. Ensure transportation equipment is in excellent operating condition. 36. Follow district safety protocols and emergency procedures.
Communication
37. Ensure that established goals and expectations related to district safety and security are communicated clearly, consistently, and in a timely manner to all appropriate stakeholders. 38. Prepare and deliver written and oral presentations regarding security and safety issues to the board, staff, and community, as required.
Other
39. Participate in development of the district’s disaster plan and be prepared to take an active role in responding to emergencies as needed. 40. Attend and make presentations at conferences and school board meetings regarding transportation issues and innovations. 41. Operate bus as needed.
Supervisory Responsibilities:
Supervise, evaluate, and recommend the hiring and firing of bus drivers and bus monitors

*To meet the executive exemption test, the primary duty must be management and the employee must supervise at least two full-time employees.
